Missing "Add-New" button under Appearance and Plugins

  • WP v3.2.1.

    The “Add-New” Tab under Appearance and “Add New” under Plugins, disappeared.
    How to fix this?

    Try:
    – switching to the Twenty Eleven theme by renaming your current theme’s folder in wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.

    resetting the plugins folder by FTP or phpMyAdmin.

    i tried the steps, but no solution. the “Add New” are still missing.
    What to do now?

    when i manually go to: …/wp-admin/plugin-install.php , than i get the error:

    “You do not have sufficient permissions to access this page.”

    what’s wrong?

    i found the solution:

    after rename of the table prefix i found in the _options table two entries with “_user_roles”

    one with regular prefix “wp_user_roles” and the one with the new prefix like that “xy01_user_roles”

    i deactivated the old “wp_user_roles” and all works fine
