Minor QuickPress widget UI inconsistency

The QuickPress widget in on the dashboard displays the processing spinner in the header, rather than to the left of the publish button like other widgets that have AJAX calls. A minor UI inconsistency, but it would be nice to see it changed to match the other widgets. Looks more natural to the left of the widget submit button anyway.
