Minified file is not minified, looks like combine only

I have minified some css files into http://www.enbro.com/wp-content/cache/minify/000000/2f2b9/100-width.include.ce0c52.css but when I run a GTMetrix test, it says this file could save another 70.3 KiB after compression and when I open the file, indeed it does not looks minified/compressed.
In W3TC I have CSS minify settings Enabled checked and Combine only unchecked. Am I missing a setting to minifiy this css file?
