I want merge both sites to a site on WordPress.org

I want a shopping carts to be able to link to 3rd party vendor to sell framed and digital versions of my graphic art.

There are a variety of eCommerce plugins to choose from, but I believe that WooCommerce has add-ons to integrate with some third-parties: http://www.woothemes.com/woocommerce/

I want to have my followers and the people I follow not lost during the migration (I understand y\I have to pay for forwarding for a year or two.)

Paying WordPress.com for a Site Redirect upgrade is not a requirement, but it certainly helps folks find your new site.

I’d start by asking them if they meet the requirements: https://wordpress.org/about/requirements/

If they do, it’s ok to stay with them.

If they don’t, you’ll have to find a new host. We have some recommendations at https://wordpress.org/hosting/

I need a breakdown of the cost of all this.

Everything mentioned above is free, except for the hosting and maybe needing to hire someone if you wanted to go that route.
