Assuming that you have the wordpress.com paid plan that actually allows you to install plugins, then yes, that’s possible. As you say, you’d need the Migrator add-on, unless you’re keeping the exact same website address when you move (so, it can’t have .wordpress.com in it, it needs to be one of their plans that has a custom domain name).

yes, I have a wordpress.com paid plan and I bought Migrator add-on.
I also have new host and new domain where to migrate the wordpress.com site.
I’ve already completed the migration using Migrator and all works fine! (except for a problem with Memcache file located in “Others” backup package: I had to delete this file from the new server so the website turned online again. Probably it was due to the differences between my old and my new server, but the plugin certainly did its job!)
