Message when hiding Apple Pay and Google Pay

For Apple Pay and Google Pay, the button appears on compatible devices and browsers and not otherwise, but if the message “Apple Pay and Google Pay are available on compatible devices and browsers” appears on non-compatible devices and browsers, the buyer can use the device. The buyer has the opportunity to change the device and make a purchase. I think this will benefit both buyers and sellers.
Is there a hook to make this happen?

Is there a hook to make this happen?

The payment request buttons are hooked to the following WooCommerce actions, however, the buttons are rendered with JS, so this definitely won’t be a simple PHP solution.
