# Menus – top level menu problem

 * Hi,
 * I need a “References” menu that simply contains external links, but I’m unable
   to create a root item that holds the title “References”.
 * Instead it is always clickable, and that opens an empty Page. This means that
   visitors are confused as to why it’s clickable when it opens an empty post instead
   of the list of all the references that are listed in the menu.
 * I need the menu to simply open the drop-down, so that the visitor can click the
   desired resource.
 * How do I accomplish this?

 * Using “#” in the URL will create the menu as static.
