• Is it possible to set up a Menu header that is not linked to a page, but a title for a drop-down menu for other pages?

yes – assuming you’re using a custom menu.

Set a ‘custom link’ menu item with the name you want & a target of ‘#’

optional: after you have added this custom link to the menu, you can take the # out & resave the menu to make it not appear as a page link to the current page

I didn’t think that it was possible, but I just tried it on my test site here – http://test.bluelimemedia.com/wp/
I added a custom menu called test.
I inserted a url and the label.
    Then clicked add to menu.
Once in there, I clicked the little triangle to open the module, removed the url and saved it.
I then added a sub link and it looks like it works.

Thank you both, this worked perfectly! You have actually made my day.
