    It looks like you are asking to make the primary menu of your site to be sticky. For this feature to be available in your site, you can visit Appearance->Customize->Header Options->Sticky Menu and check the checkbox having the option of ‘Check to enable the sticky menu feature. Note: This feature is only applied to the primary menu.’.
