Unfortunately, this is a PRO feature and the demo displayed here: http://demos.cpothemes.com/brilliance/ is the demo for Brilliance PRO.
Brilliance Lite does not offer the possibility to add a description for menu items.

I have PRO version, but cant find any functions or admin menus to add descriptions!!!

To add descriptions to menu items please go to Appearance > Menus > create a new main menu or edit an existing one > then go to your top right corner of your screen and click on Screen options > check from there ‘Description’ > and then scroll back down to your menu items > open one and you will see an input for description > add the text there and then it will show up under the menu item.
