This might be caused by a plugin conflict thus we would advise deactivating all plugins then start activating them one by one whilst checking to see if the issue persists.
We are also investigating internally to see if we can reproduce the issue and we’ll let you know as soon as we have an answer for this. We would however advise waiting for the developers of the plugin report as they might be able to fix it on their end.

I have disabled all the plugins, and the problem still persists even when all plugins are deactivated.
Any progress from your end?

May I add that if I change themes eg WordPress 2020 theme, things work as expected.

I have tested on a local instance myself and indeed there seems to be a conflict. As a workaround, to be able to change the settings, you could go into Customizer -> Wp Bottom Menu -> Menu Items and Right Click on one of the items -> Click Inspect (or open your browsers developer tools, in Chrome is Inspect).
Select the div class shown in this picture and change the attribute of the display element from “none” to “revert”. https://d.pr/P3sxAl
You can close the developer tools now and make your changes. After you are finished, click on publish and your changes should be working now.
Please take note that this is not a fix, but a workaround, and every time you need to make changes in the future (changing the icon fonts for example after hitting publish) you will need to execute this procedure again.
