These features are not arbitrarily locked; they are physically dependent on our infrastructure to function. For the stability of your site, these toggles remain unavailable on third-party environments where the necessary backend requirements are not present.
We provide the frontend suite as a publicly available optimization tool, but the core caching engine that includes Memcached and Dynamic Caching is intended as a dedicated, integrated solution for SiteGround users.
