Members permission restricted to a specific category?

Hello supporters,

I am looking for a way or plugin that can help me to restrict some users to posting on a specific category only.
there are 24 regions which I would like to turn into categories. The members of the region can post any content, but only on that topic/category.

I cannot set this by role currently in WordPress, or can I change this by a php code?
