Gotta do it on a global level, so that’s why it’s disabled on a per site level.
Also, if you’re trying to “fix” an issue with media URL rewrites, that’d be great to know. It’s supposed to work that way tho. (see forums sticky)

Figured it was a feature 🙂 No problems with media URL rewrites (I think), I am just wanting to have the uploads not sorted by day and month.
I am looking at Super Admin » Options and not seeing this setting. My guess is that I am looking in the wrong place. A read of the set up sticky didn’t show me the way (not saying I did not miss it of course!)

What settings do you want to change?
Change/shorten the URL.
Specially, those options at the bottom of the Settings > Media panel:
Store Files in this Folder: (field)
Full URL path to files: (field)
(checkbox) Organize my uploads into month- and year-based folders

Specifically, the options that appear in a conventional single-site WP set up, but dont seem to be anywhere on multisite.
uploads_dir is the one, I think.
And you cannot do this on a blog-by-blog basis. In a network, it’s global.

Yes, I wanted to apply this change globally, across the multisite network, but I’m having a hard time finding complete information on how to do this and change each of these three settings. What would I put into wp-config to adjust this?

Those are in MultiSite, per site, aren’t they? I mean you can go to Super Admin-> Sites and edit the site. On the left, there’s locations for where your files and all are stored.
By default it’s blogs.dir/#/files/etc with the URL of http://domain.com/files/etc
Anyway. In MY wp-config.php I have this:
// uncomment to move wp-content/blogs.dir to another relative path
// remember to change WP_CONTENT too.
// define( "UPLOADBLOGSDIR", "fileserver" );
So there you are. It’s not documented well because generally you don’t need to do this unless you’re using a CDN or such.
