 * I have a PDF link on my site. I permanently deleted the media file, but the link
on the website still takes you to the deleted file when clicked. I uploaded a
new media file to replace the deleted, but it is still using the old media file
   and not the newly uploaded.

 * Are you using any sort of caching plugin, or do you see a “Clear/Purge Cache”
button in your Dashboard or admin bar? If so, would you please try clearing the
   cache?
 * Note: You do not need to install a caching plugin at this point just to clear
a cache you don’t have. If you don’t have a caching plugin or a way to clear
   a server-level cache, just say so. 🙂

 * No, I am not using a caching plugin as far as I know. I am not completely clear
as to what that is which is partly the reason I am stating no. There is no button
to clear in the dashboard or admin bar.
 * I was able to correct the issue by changing the name of the document, but it
is not what I wanted to do.

 * Ok, it’s possible that your browser’s cache was just bringing up the old file.
 * If you still have the URL for the old file, try clearing your browser’s cache,
then see if you can still get it via the URL.
