"Maximum upload file size" appearing in bottom left corner

I’ve noticed this issue in version 3.8 and a few versions lower. The “Maximum upload file size” is posted in the bottom left corner. I’ve deactivated all plugins except this one and it still appears. Is it being echoed somewhere instead of being returned?
