Maximum Purchase per customer

I would like to limit the amount a specific customer can order on a monthly basis.

Example: The customer purchased $1,000 worth of product on the September 20th. I have set a limit of $1,000 per month for this customer. They are now not able to purchase any products until October 1.

Is this possible?
