 * I’m trying to prevent a client from uploading images that are 27mb. I’ve told
him multiple times not to do that and showed him how to compress them down. So
I was wondering if I set a max upload size in either htaccess or wp-config files,
will I run into issues with plugin and theme updates?

 * Here is an article that shows the 3 ways that can be accomplished:

 * Updates are fetched from wordpress.org, not run through the upload stuff, so
if you change the max upload size, it will not cause a problem. Good luck with
   the client.
