I found this solution – haven’t tried yet though
WP 2.7 has a bug that has to do with DNS name resolution. As a workaround, add the following to your local /etc/hosts:
72.233.56.139 downloads.wordpress.org

I was trying to upgrade the WP-Spamfree plugin. I kept getting the error Download failed.: name lookup timed out.
After trying for hours to “upgrade” the plugin (without deleting it and starting again) I decided to download it (in ZIP format).
This may not be of any relevance, but I attempted to add the ZIPPED plugin under Plugins – Add New.
It failed stating that the plugin already existed and installed.
So I went back to the plugin and tried another “automatic upgrade” and viola – It worked!
This may not work for everyone – but it surely is a bizzare instance.

Ask your host support to install Curlwrappers on the server and recompile Apache. This should solve the issue.
I have been refreshing the page immediately after it loads with the error message. After a few reloads things have worked. Many times it stated it had a failed download, when in fact the file completed download. When I looked all I had to do was activate as normal, and then it functioned as advertised.
