I am confused. If your site is down for maintenance how can new users be created? If your site is down spammers should not be able to register.
Please download the latest test version at my site http://www.blogseye.com. It fixes many small problems.
Make sure that you Check “all countries” on the “Protection Options” page. This only stops spammers from the checked countries. It does not block whole countries.
Once the new version is install, there is an option to install “red herring add-on” on the add-on page. Install it. This will help stop many spammers.

I actually after some testing think that your plugin is working fine and it stopping many however now I have still got it under maintancen and it is still coming with me even disabling the ability for anyone to register. I think It may be a hack of some sort
Make sure that you download the Beta version at http://www.blogseye.com. The plugin is under development and I don’t often update the WP repository.
Try not to use the Open Captcha settings. My spam blocker will not allow it and I am assuming many other people will have problems with it.
When you download and install the latest version of the plugin from my website you will see that it has automatic installation for add-ons. Make sure that you install the Red Herring add-on. It stops a good chunk of spam.
