This sounds like a possible conflict caused by your theme or another plugin. To check if it is, can you test with all other plugins deactivated and while running the default WordPress theme?

I am not able to deactivate all the other plugins and change the theme to test this. Is there another way to find the problem?

I think the above method is the best way since most issues is caused by a plugin or theme conflicts.

Unfortunately, like I said, I am not able to deactivate all the other plugins and change the theme to test this at this time due – this impossible due to the fact that we have our website submitted for review to our board of directors at this time. I am not in a position to recall the review. Is there another way to find the problem?

The test will only take a few miuntes. If you’re really not able to do it, may be you could duplicate the site and run tests on the cloned site?
