Manually CHMOD All Uploads

I have a situation with most of our WordPress sites where uploaded files have to have their permissions modified manually through FTP software before they show up. If I try to access the file directly in the browser I get a 403 Forbidden error.

This isn’t a huge issue as we have FTP access to all our sites and are able to update the permissions. It’s just an inconvenience. Still, if this is this a common issue that has a resolution because it would be nice to get this fixed. I imagine it may have to do with the server setup and what permissions are set on new files and directories. Maybe we can change something in the PHP.ini file?
