Manually Approve User

Hi, need help again as i need to manually approve user once receive submission email. I try follow this https://www.easyregistrationforms.com/manually-approve-new-user-registrations-in-wordpress/ but its quite old 2 years ago and the plugin frontend has been updated now. May i know which settings should i go to enable it? also is it possible to send email to user once admin has manually approve it? thanks!
