It sounds like you’re trying to sell a recurring access plan with the manual gateway. The manual gateway only allows one-time access plan sales.
We intend to make recurring plans sellable via the manual gateway but haven’t had a tremendous amount of interest in this so we’ve backlogged the feature.
We don’t load gateways that can’t support the selected access plan to prevent displaying confusing errors to purchasers. Does this explain what you’re seeing?

Yes that’s sounds like the problem. Hmm, ok. The real thing I need to be able to do is accept credit cards without a PayPal account. I noticed that because Lifter uses PayPal Express, you can’t give buyers the option to checkout with a credit card even if they don’t have a PayPal account. They need the PayPal account to check out. I was planning on doing the manual option and sending them a PayPal subscription link to sign up instead (since it’s not an express checkout they can enter their credit card info directly). So, I guess my new question is… do I need to also use Stripe to accept payments through credit card? I’d prefer to keep it all in one place in PayPal and didn’t want to have to buy another add on just to do this. Any input or ideas??

I’m sorry to say that you already have your answer here. We leverage the PayPal Express API and do not currently have the ability to do credit card transactions directly through PayPal with this API.
We plan to do a PayPal Pro add-on eventually that would allow credit card payments but we haven’t built this yet as there hasn’t been too many users voting on it: https://trello.com/c/6eI86xeY/114-paypal-pro-integration-so-you-could-accept-credit-cards-directly-on-your-website-without-users-having-to-go-to-paypal-to-complet

Stripe allows native Credit Cards really easily and it exists today… I run a ton of websites and we very frequently use both PayPal and Stripe (I do our bookkeeping and it’s not that hard for me to manage multiple accounts). If you don’t want to do that though I don’t have any options for you today. I build almost everything LifterLMS related and I only have so many hours in the day…
