manual Installation 3.1.3

I have installed manually 3.1.3 after failing installing automatically.

My blog is down with the error \artblahblah.com-redirect\wp-includes\query.php on line 1813

I have tried re-installing with 3.1.2 & 3.1.1 & 3.0.6 unsuccessfully since I am getting the same fatal error.

Could someone please help because I’m running out of ideas!
