Manual approval of new registrations not sending emails to users

I have tested wordpress’ ability to send emails, and it works fine, but the client wants to manually approve users, but the plugin does NOT send an email when the users are approved. This makes this feature unusable as the users will never know when their account is approved. I tried disabling wordfence and still no results. Also tried with many email services, they all get the wordpress test email, but nothing when approved.
