 * Why does the user NEED ‘Manage Options’ capability to approve new users? Manage
   Options gives the user access to Settings -> Changing Settings could change /
   compromise a website. Why is this used over something like “create_users” ?
 * Kills my approach to limiting users to what they can and cannot do since I absolutely
   do not want my users to access Settings but do want some users to be able to 
   approve memberships.

 * You’re right. I will be removing the piece of code that limits this functionality.
   An update will be available later this week.
