Making Resume upload NOT required, and conditional email recepients

Hi. I have two questions.

Can I make the “attach resume” not a required option. Not everybody will have one for this client.

Also, they have 4 locations, and ideally, when you submit the form, depending on which location the job is at, 1 of 4 different people would receive the email notification based on location. Not just one universal email address to receive them all. Is this possible?
