make another file and call function inside functions.php

Hey everybody,

i am new at wordpress, and i’m trying to make a theme for my site.
I am make a file inside my theme, and i’m want to call some function inside functions.php, how can i call the function ?
I’m trying to include the functions file and call the function but its not work (its get error cause cant call add_filter() function ).
