major chmod problems

  • i was running wordpress on a php 4 server fine for about a week, i requested to be upgraded to a php 5 server

    my host moved all my files and databases to the new php 5 server, but now everything in the wp-content folder does not function (plugins, themes, uploads) unless i chmod every directory to 777

    i have searched around on the forums for this issue and tried several different chmod’s that are more secure, like 770 and 775 with no luck

    would it just be easier to re-install wordpress and move over my database/themes/plugins?

    why does wp only work on the initial install and not after being moved?
