Mail File Attachment Configuration Error

    I’m having an issue where adding the link to the file attachment field in the Mail tab is generating configuration errors on save, even though the file exists at the location.

    File uploaded via Media Tab and confirmed via FTP that it exists at the location – verified
    uploads/2018/10/limit-expenses.jpg

    Tried these variations:

    Error: It is not allowed to use files outside the wp-content directory.
    uploads/2018/10/limit-expenses.jpg

    Error: Attachment file does not exist at
    /uploads/2018/10/limit-expenses.jpg

    This is a multi-site install and it seems that this stopped working recently.

    Having this issue with a number of my sites now.
