Lost access after 3.9.2 update – other fixes don't work

I have read through the various fixes for no access to wp-login.php after updating to 3.9.2 and have tried disabling plugins, renaming my themes but to no avail as I still get the following errors even after clearing cache, cookies etc.

I would prefer not to to a complete reload but was wondering what other options there are.
