lossy optimizer not running after lossless optimization completed

There are two ways to do this:

1. Run an empty/truncate operation on the ewwwio_images table, and then restart the Bulk Optimize.
2. Use the Force Re-optimize checkbox and then start the bulk optimization. An extra note here is that if the bulk optimization gets interrupted, you have to make sure to check that box when you resume also.
