Logo not centered

I am working on a website that is hosted on a local server so I cannot post a link to the home page. I took a screen shot of it and attached it to a page from another website I did. click on the image and you will get a preview of it. http://acm-uta.org/?page_id=4172

basically I currently have a test banner as the header(but only shows on home page). I want to put the banner in the logo position(above the menu) so that it shows on every page but i cannot get it to center like in the header. in the logo you can see the empty space to the right. also once i center it i also want the image to adjust in size as you make the window bigger or smaller.

I will be very happy with any help anyone can provide. I have made several css edits in my child theme so I would feel comfortable editing my css if needed.
