Login Page

Hi,

I’ve been having a hard time finding something that fully restyles the wp-login page and doesn’t clash with other plugins.

All I need to do is add a bit more content into the wp-login page such as a short introduction and make some css changes. Is this possible without using a plugin and obviously not touching the core files?

I know I can override existing css styles through the functions.php as per WordPress instructions, it’ll be good if I can add more divs though.
