login link on Ask Question page

Hi, If I am not logged in and go to ask a question, all that I get is the message “You do not have permission to submit a question”. There is no login capability on the ask question page, and no indication that one needs to login or create an acct. Is this option only in a paid version?

is there a way for me to add a login form under the Ask A Question link on left side of page? Or a way for me to get rid of this left area, where it shows the Ask A Question link and a list of recent questions?

Under tools, I have enabled Captcha but don’t see where it would apply.
