List Post Titles

Hi,

Does anyone know if there is a way to display a list of post titles on a page from 1 category. I want the client to be able to create a new category, assign posts to that category and then be able to create a new page which displays a list of post titles from the new category created on that page. It would be good to have a selection box on the page to allow the client to select the category to display on the page so the client does not need to use short codes or know any php coding.

Is there a plugin to achieve this or code that I could use.
