Links not shown correctly

I have just started to get my bloggind site up and running. I have fixed one error in the DB that showed the site URL as http://www.who-blogs.com//Blog/. The real site URL is http://www.who-blogs.com/. After this fix the main page of the site appears correctly formatted now, but the links to anything relating to http://www.who-blogs.com has this double // in it which is stopping the links from working. EX: http://www.who-blogs.com//Blog/?p=1 instead of http://www.who-blogs.com/?p=1 (which works). Any help in locating where this needs to be changed so that all links use the root instead of //Blog/ would be of great help.
