Link to #respond

    On my main page I would like to add a link at the end of the post after the # Comments link that links to the “Leave a reply section” of the single.php. I know nothing about PHP. I do know that the comments_popup_link, er, tag(?) adds a “#comments” to the end of the permalink. Is there anyway to create a similar tag that would add “#respond” to the end of the permalink?
