Link Manager not Displayed

    After installing 2.9 the link-manager.php does not appear. This did not happen in 2.8.6

    I have reuploaded the file but it did not make a difference. Any other links on the dashboard link will work.

    Editing link will give me a blank white page.

    may be some plugin you were using in your older wordpress is causing the problem, try disabling all the plugin and check if it reverts back, if it does then try to enable the plugins one be one and see which one is causing the problem.

    found the cause.

    It was a WP Security Scan plugin
