Tested on 5.3 RC, but still got just “nofollow” only link attribute in Comment using Twenty Twenty.
Attached is the image of source code that shows “nofollow” only and “nofollow ugc” in comment on WordPress 5.3 RC.

Fantastic, as the ticket has been re-opened, I’m marking this thread as resolved.

Just would like to give you update. I tested and confirmed that the issue on 5.3 beta3 and RC, I reported previously is resolved on 5.3 RC2. Attached link image is screen copy of comment section of links. Both links are now have “nofollow ugc” link attribute.
