Limited, won’t work on a menu or directly in a template

I was hoping this would be an easy way to add a contact link that opens in a modal. Adding the shortcode to a menu (with an added plugin for the menu to support shortcodes) didn’t work. Using it on a theme template didn’t do anything either (have to use the php echo for a shortcode in a template).
