Limited options for multisite admins (can't create events)

After moving a wordpress install into a multisite network, local admins for the subsite can’t create events. ‘Events’ still appears in the dashboard menu, but the only options in the submenu are Tags, Import and Settings. The superadmin, however, can still create Events.
These options were available before migrating the site. I noticed a similar issue is mentioned in this thread, but it doesn’t mention an ultimate resolution for any of the multisite users.
The site operator is understandably not willing the create another super admin so I really need to figure this out to make the site usable for our admin. Any advice would be greatly appreciated.
