    The limit setting that you see in the widget setting is for all the list types – i.e. popular, latest and most commented.

    my guess is that a plugin (or the theme) has hooked into one of the post query filters i.e. pre_get_posts and is manipulating the number of returned posts for the “latest posts” list.

    The other 2 lists (popular and most commented) aren’t affected because both do not use WP’s post query functions to do so, but I bet if they did both would have the same problem.

    Is there a setting in the theme or a plugin where you had to set the number “23”?

    No there is no setting in the theme.

    But the theme has some sort of ajax loading that pre loads posts, then you can press next. It must be loading all of those next posts in your tabbed widget but I have no idea how to fix it.

    This is the theme I am using and you will see what I mean when you open a post.
