limit google map by country?

We provide the job_manager_geolocation_region_cctld filter that can do “regional biased results”; see https://developers.google.com/maps/documentation/geocoding/intro#RegionCodes

That will append region={value} onto the geocoded request.

However, it doesn’t look like it is 100%, but it tries to bias the results towards the region specified (uk for UK, us for US, ca for Canada).

WPJM just takes the first result from Google based on a search for the general value put into the job location field. There might be additional ways to append a country onto the location before save/geocoding, but I’d try this first.

That said, since this requires custom code, we’re not able to provide much help, but hopefully that will get you pointed in the right direction.
