Do you know who is behind that IP? Maybe it is the preview player on the iTunes page of your podcast. In this case it would be an IP of Apple. You can use the five Regional Internet Registries (ARIN, RIPE, APNIC, LACNIC, AfriNIC) to fiend out who uses the IP. All of these service have a “whois” search.
(Maybe you don’t want to block this IP.)

But if do want to block an IP need use a different tool. podPress does not have such a function.

If the block is on a server which you control then you should probably use certain methods according to your server software and no WP plugin.
But if your blog is on an Apache server where you are allowed to use a .htaccess file then you can add some lines to this file (there are probably WP plugin which could use to do this).

The lines you could add could look like this:

    order allow,deny
    deny from 123.45.6.7
    allow from all

That would block the access from the IP address 123.45.6.7.

I have that enabled already on for that IP.

What I am looking for now is to limit downloads per IP is this possible?

I don’t know how it would be possible. It is not possible to do that with podPress.

Okay thanks for getting back to me. I also asked my hosting company basically this is not possible.
