License Check improvements

Inconsistent use of Licence vs License in several places within license.php – it should be the latter (with the s, not the c).

Also, the use of ^ twice within the regex means it’s looking for License at the start of the file, and hence won’t match. Removing these makes it work correctly.

No styling span wrapped around REQUIRED either.
