 * Which level is it in the following scenario:
 * Admin (10) allows a moderator (??) so that they can approve/disprove posts of
   subscribers (1). I don’t want the moderator to have access to much else; only
   approving/disproving posts for lower subscribers. I don’t want them to make design/
   layout changes.
