There are lots of third-party places you can go to learn WordPress development, but if you need a linear guide, you might check out the Theme Developer Handbook right here on wordpress.org.
You might also check out ThemeShaper, a site maintained by some of the folks that contribute to the default WordPress themes. They have an exhaustive guide on theme development.

You could do it once from scratch to learn, but after that one experience, it doesn’t make much sense to build themes from scratch. There are so many good starter themes maintained by good developers that you are just wasting time reinventing the wheel. Check out Foundation and Sage starter theme. Have used both of them for multiple projects. Latest one being the [link redacted] which is an casino affiliate site I build on top of a starter theme.
