Latest Posts Not in the right Order

Hi, I’ve set my website to show the latest posts on my website’s homepage in Settings > Reading . But instead of it displaying posts in the “latest” order.

It displays latest posts from a specific category first then displays the original latest posts.

Even when I use the Display Posts shortcode plugin on a test page, my posts still render in this order.

Also, the posts don’t show up as excerpts or a brief summary, it displays the entire content of the post on the page then same for the next post causing me to have a very lengthy and slow homepage.
